Agree the placement with the advertiser before creative production starts. If the format is out-of-page, the ad unit has to exist before trafficking day. Send the preview URL with the assets in place so the client signs off on behavior, not on a flat mock. Then attach the creative to the line item and keep the close control and the end time as part of the proposal, not as a fix after launch.
